Foresight Scope

Scenarios on horizon rings by likelihood (probable, plausible, possible, preposterous). The bold line is the preferred trajectory; the diverging line is the off-ramp.

Canada trains strong talent and produces strong research, yet too often fails to convert that strength into Canadian-controlled production, learning, demand, and reinvestment. That conversion-and-control problem is the shared problem space.

Sovereign Canada is FW.VISION’s foresight storyline on that problem: a preferred trajectory told through scenarios, likelihoods, and off-ramps. It is not the public national initiative. The initiative that advocates, convenes, and accounts for Canada’s preferred 2080 path is Canada2080.

FW.VISION’s contribution is the foresight layer: signals research, scenario planning, and strategic advisory. Canada2080 owns the movement, missions, and public accountability.

The Preferred Trajectory

Within FW.VISION’s range of concern, the preferred path compounds through linked capability:

  1. Secure energy and compute substrates (H1–H1.5). Reliable low-carbon power and Canadian-accessible, governable compute reduce single-vendor and single-jurisdiction dependency for strategic workloads.
  2. Production and repair depth (H2). Advanced manufacturing, materials, suppliers, and repair capacity turn pilots into operating systems worth owning.
  3. Opportunity structure for talent (H2). Skilled people stay, return, or circulate when domestic ventures, institutions, and missions create ambitious roles — not when education volume alone rises.
  4. Control rights and reinvestment (H2–H3). Beneficial ownership, data and IP rights, standards positions, and returns that fund the next generation of capability determine whether activity is sovereignty or theatre.
  5. Trusted contribution (H3). Leadership is measured as selective strategic choice, public value, resilience, and contribution to planetary systems — not as unqualified national ranking.

Off-Ramps

A preferred trajectory is honest only if it names where it breaks. Decisive junctions include:

  • Talent and opportunity fail together — capability grows on paper while people underemploy or leave; sovereignty becomes nominal.
  • Energy or compute bottlenecks — advanced industry and AI workloads remain externally gated.
  • Capital without strategic terms — activity rises while decision rights, learning, and reinvestment leave Canada.
  • Metrics theatre / permanent launch mode — announcements substitute for pilot-to-production conversion and public accountability.

FW.VISION tracks these as foresight off-ramps; Canada2080 maintains the fuller public failure-path register.

FW.VISION’s contribution is interpretive and advisory:

  • attach signals to scenarios and update likelihoods;
  • keep Foresight Scope and APPETITE decompositions current;
  • hand navigation implications to operators, missions, and clients without claiming to run the national coalition.

Public participation, mission ownership, and accountability updates belong at Canada2080 (Join, Signals). Ventures and funds that actualize aligned futures remain part of the constellation case mix; they are not substitutes for the Canada2080 movement.

How to Read the Scope

The Foresight Scope below renders this storyline: scenarios sit on horizon rings by likelihood (Probable, Plausible, Possible, Preposterous), the preferred trajectory is drawn as the bold line threading the present toward late-century capability, and off-ramps diverge as contrasting paths toward dependency and hollowing.
