CITAble Framework

Definition

CITAble is a seven-band operational framework that structures organisational knowledge into navigable, interoperable layers. The name operates on two registers: CITE (the verb, meaning to operationalise strategy with structural clarity) and citable (the adjective, describing an organisation whose operations are transparent enough that external actors can reference, learn from, and build upon them).

Assessment of ventures against futures worth actualizing is carried by the CITAble Business Index and the broader CITAble Business research programme — not by a separate Strategy CITEMap product.

The CITE Bands

Four bands structure external-facing strategy:

The BLE Bands

Three bands enable internal operations:

Design Principles

Problem-first context. The Context layer prohibits solutioning. It captures what problems or phenomena exist, why they matter, and who is affected. Strategy begins only in the Indicators band, where responses to diagnosed problems are formulated.

Iterative evolution. Strategy is a living document. CITAble captures the time-evolution of strategic intent as a feature: revision history is an asset, not a failure signal. The system documents why decisions were made, what indicators said at the time, and how context was understood.

Machine-readable structure. In Hybrid Intelligence environments, AI agents need structured context to operate effectively. CITAble provides that structure: agents read Context for strategic grounding, monitor Indicators for prioritisation signals, execute within Tactics, and deposit outputs into Efforts.

Internal/External Duality

A business that runs CITE well becomes citable. Its problem understanding is deep enough to reference. Its metrics are transparent enough to verify. Its tactics are legible enough that others can learn from the playbook. Its efforts are documented enough to cite as evidence. The internal process (CITE) produces the external quality (citability).
